I am playing on the Drylands server and have tried this in both Firefox and Chrome browsers and have the same issue.

I can't recruit Merceneary from friends or partners.

You can create Mercenaries only from friends who play on the same server.
Maybe those are your allies, but they are not in the friend's list or play on the other server?
When you say friends are you referring to being a FB friend also because if so they are FB friends?
Where is this friends list you are referring to?

I meant players, who are your Facebook friends.
If they are your Facebook friends but you still cannot recruit mercenaries, try to remove them from the friend list and add back.
