Issue - Missing Building

I tried building 3 Field Kitchens. However there was an error when building the 3rd one (i clicked but it didnt do anything). I only have 2 buildings visible, but the game is telling me i have 3 of them, so cannot build any more.

I either need my 3rd building granting, or the flag clearing so i can actually build the 3rd one.
