So from personal experience what has been done in my clan is those types get moved down the cluster to a less demanding clan. If that isn't an option for you then unfortunately it does become a question of whether it's worth it for you to recruit for those spots where folks arent pulling their weight. 

if you don't recruit for the spots where others aren't active, you may run the risk of losing your more active members because of the clan being held back. Not the easiest situation but if you cant get people to do their part, the play is often recruit for their spot.
