It says each hit has a 40% chance to place the debuff, but it is only ever being applied on the first hit of warchief's A1 ability (which is a 3 hit ability).

Is the wording incorrect for this skill? This feels like a bug to me. I know other artifact sets only trigger off of the first hit in a multi hit ability, but the skill clearly says "each hit has a chance to place a smite debuff for 2 turns." 

Furthermore, I do not believe the sniper mastery is functioning with this skill, either. Is this the intended function?
