Update: i've removed eagle eye and put other 2, still rector's A1 is landing with almost same chance% as when she was with Eagle Eye..so for now i'm completely clueless.

Any help will indeed be appreciated since another 29 persons will benefit from this having some sort or resolution.

To me this sounds like a case of - assuming both are booked - Rector's 50% chance against Venomage's 100% chance of attack down landing. 

That amount of accuracy you have is just overkill and won't affect the chances, Clan Boss doesn't need more than 250 accuracy and anything after that doesn't help. 

Every champs is maxed out. And yes i know about ACC was useless but since i couldnt explain why she was not landing even with 300 ACC i kept rising more...achieveing just nothing but being RNG slave.

The question was if there might be any relationship with the eagle eye mastery vs cbs since they are immune to Turn Meter reduction i thought this might interfere with rector's landing A1...

So, according to what just assessed, you think i should go back to Eagle Eye masteries support tree in the end?

Just to make sure you have a direct answer whether there would be interference between the Eagle Eye mastery and Clan boss due to TM reduction immunity: no

You can go back to that Eagle Eye mastery, but as you have Rector geared I'd only do it if I were using her in content where I'd need that much accuracy, which is basically hard Doom Tower.

I reduced as much ACC as i need in DT BUUUT since A1 landing is on % i upgraded her speed thinking by doing like so it will give her\me more landing chances...it changed but i can really say RNG hates me the most! :D
