• Preliminary Steps: 

1. 1. Start up game. 
2. 2. Checked on tournament process. 
3. 3. Went back to bastion. 
4. 4. Open the Champions roster. 
5. 5. Looked at and sold a few new artifacts. 
6. 6. Switched from artifacts to accessories only
   showing the new ones. 
7. Set the upgrade level button to level 12, for a
   knight revenant banner for accuracy. 

Description: The upgrade procedure did not show
the new levels during the process. Once the process was finished, the banner
showed no upgrades at all even though each attempt showed as being successful.
Just to be sure, I attempted to upgrade just a single level. This failed also.
