Title: Jintoro does not use his A3 Skill Oni's Rage when enemy has Weaken and Decrease Defense debuff

Device: Windows 10 - Plarium Play PC Version 4.10.1

WTR (way to reproduce an issue):

1. Use Jintoro against a dungeon boss.

2. Apply Decrease Defense and Weaken debuff on the boss. You can use Jintoro's A3 skill or another champion such as Lydia the Deathsiren.

3. Observe that when Jintoro has A3 skill "Oni's Rage" available (not on cooldown), he won't use it if the enemy already has these 2 debuffs (Weaken and Decrease Defense).

Expected: Jintoro should use Oni's Rage when its available (not on cooldown)!
