Title: "Certain" Artifact upgrades fail

WTR (way to reproduce an issue):

Step 1: Go to Champions page

Step 2: select an un-upgraded artifact;

Step 3: select Upgrade;

Description:

Artifact levels below 4 are advertised as having an upgrade chance of "Certain", but upgrade attempts often fail, and even when they show "SUCCESS" silver is deducted but the artifact doesn't change from level 0.

After quitting and restarting game, Artifact is shown at level 6, even though the 270 Silver Upgrade button never changed and the artifact level never changed from 0 before restarting.

This behavior was repeated.  After clicking upgrade twice, getting a FAIL and then SUCCESS, the artifact still showed at level 6.  Going to Bastion and back to Artifact still showed level 6, but after quitting the game and restarting it showed level 7.

Upgrading from 7 to 12 proceeded normally, without needing to restart game to display progress between levels.
