Title: Haarken Greatblade AI does not use her A3 skill "Infectious Panic" when enemy target have 1 or more debuff.

WTR (way to reproduce an issue):

Step 1: Have Haarken Greatblade with sufficient accuracy to apply spread debuff.

Step 2: Use Auto when Haarken Greatblade has that skill available (not on skill cooldown)

Step 3: View the result. Haarken prioritizes her A1/A2 skill.

Description:

Haarken Greatblade does not use her A3 skill "Infectious Panic" even though she has the skill available (not on cooldown) and the boss has a debuff on him. Tested this on Doom Tower Frost Spider.
