The 2 turn Veil buff on Titus is replaced by a 1 turn Veil buff from the epic relic, even though we know a lower duration buff should never replace a higher duration buff of the same kind.

Because it was redundant.
I watched the video, he loses veil, gains it back via relic. It's not being replaced by a lower duration buff.
Another way of explaining:
loses veil via the in game mechanic of veil (note, it is not perfect veil)
regains after via relic
