I have been upgrading a couple pieces of gear and noticed that when I get to level 12, there is no substat upgrade. This has occurred on several pieces today. I have closed out the application and restarted, with no resolution of the issue. 5 artifacts on my Bellower character are at level 12, with only 2 substats upgraded.
