Interesting catch. Without knowing more i'd guess it was scaling off player level.

Didn't extensively test, only ran 12.6 on both for a quick check. Ran with a full squad of 4, both accounts got the same xp with 1834 to each unit.

To note on my main account the levels of the final mobs are all 55. And the levels on my alt is 37 across the board.

Seems vastly unfair. I only recently fully completed 3* campaign on my main because of brutal ch 8 boss. Took me almost 3 weeks, and endless grinding for different 5* gear to find something to beat it. Only to find out that players that started a month or two after have a wayyyyy easier time. and can grind much easier and more efficiently than me.

The second screenshot could've been taken in the older version of the game.
Could you please specify the nicknames of your two accounts?

I took all the screens on blue stacks, just didn't crop that one. Names are Khloo and Aezior. I've also checked with my guild, this isn't just me. I tested both on my phone and on blue stacks(which I downloaded 4 days ago). 

The conclusion we came to is that it seems newer players all have the lower levels. While all the older players have the higher levels.

We have recently adjusted the levels of the campaign heroes. So, for some reason you can see the outdated information on your account.

Still, we have just changed the levels of the campaign enemies, their power remains the same as previously.

A new update will roll out soon. Please check if this issue persists after you update the game.

After the update today, I'm getting the same results as the screen shots in the OP. No changes were made. 

Not too sure what you mean by the power remains the same. The damage they deal and take are definitely different, as well as their HP.
