My torture helm is maxed out with skills and for having 50% to steal buff, it procs maybe 1 in 10. (Including resisted).

Comparing this to a maxed Exe, his stun certainly reflects his % chance, thus why he is a popular champ ATM.

I feel there must be a bug with T-helma proc %. Seems as this skill is what makes him viable for late game, I would appreciate you confirming there is not an issue.
