It's not a bug, it's by design. He used to be too powerful so he was nerfed a long time ago. It's all in the skill description.

Match this up with what Tyr posted above. Using this skill once won't proc the block revive for the A3. 

You won't see his Block Revive proc-ed often. Where this does happen, is when you're fighting a revive stalemate, with multiple revives and heals on the opposing side. Rotos will eventually gain the extra 60 000 HP from the Vitality Plunder skill and break the stalemate by blocking the revive.
