• Mordecai's gloves are only 3*
• Eryniess doesn't have 3 sets, only 1 complete set (crit rate) and 4 random items
• Dhukk doesn't have 3 sets, only 2 of them, you can't complete the quest with 4-piece-sets, as it's impossible to use 3 sets among your 6 artifacts
• Jareg doesn't have 3 sets, some items are below lvl 12
• Rotos doesn't have 3 sets
• Galek doesn't have 3 sets
• Zavia doesn't have 3 sets
• Genbo is quite close, just change either the gloves or the helmet to complete the last set and level up the boots to lvl 12
• Jizoh doesn't have 3 sets

You have to meet all requierements:

• 3 sets, only poissible with 2-pieces-sets
• all items at least 4*
• all items at least lvl 12

• Steel Bowyer doesn't have 3 sets (only 2 complete attack sets, chest and boots do not belong to one set) and 2 items are below lvl 12
• Raf-Matab fulfills every part of the quest. Is your quest-counter at 0 or did it count this champ?
• Shaman doesn't have 3 sets, you can't complete the quest with 4-piece-sets, as it's impossible to use 3 sets among your 6 artifacts
