Yes Plarium does targeted advertising, if you are low on gems or silver, they will offer you exactly that.
As well as some of packs will adjust their price depending on how much you have spent in past.
It is a shame as you are being manipulated at that point, however with all that said, I don't believe they would ever go through all the hassle to mess with individual players items/summons on purpose, the rates are already bad enough to take care of that.
