Someone who is stunned/sleeping/frozen won't counter attack, if that's what you're asking.

Actually I have had 3 arena fights in the last week in Gold 4 where a stunned champ counterattacked. I don't remember the first but the second one was Skullcrown and the thrird was Rhazin - so they must have had counter gear on. I reported it and was asked to send a video - yeah right, as if I am going to film every fight until it happens again.

masteries, accessories can remove debuff

Some Hero Passives IGNORE those Debuffs .................

What I got was a Team that Had AOE Counter ,, BUT those Heros were SLOW 

BUT they had ** BAD ** A1s and were all Built Like Tank Nukes ,,,

The AOE Counter Att Buffer was SO FAST 

and the rest of the Enemy Team did not need to take a turn , 

they just tore my team to shreds with Counter attacks 

Was actually pretty Funny considering My Arena team has 3 AOE attackers on it ,,,,,,,,,,,,,
