If you define elves by skin, you should have light elf, dark elf, not high elf/dark elf.
Dark elves are those using dark magic forbidden by elves. It does not relate to their skin. When a elf starts using dark magic, he's then called dark elf by other elves.

That's an interesting question! I would agree with the responses above that Dark Elves do not need to have darker skin color than their High counterparts. The distinction is made based on some attributes of the Dark Elf society, such as dark magic (as Ident20 has mentioned), inhabiting some "dark" areas, like dungeons, or simply due to their evil alignment. Anyway, Dark Elves end up naturally associated with darkness - that's where the name of their race comes from, not necessarily from the skin color.
However, having said that, there might be some correlation, because in many fantasy settings, races that live under the terrain surface or that practice some dark magic rituals are somehow affected by this on the physiological level and so their skin tone reflects their "dark" affinity to some extent.

I understand that, but he would look alot cooler if he had a darker tone. His current model looks awful. His current model doesn't look "dark" or "evil" at all aside from the outfit itself which looks good, but his face looks as Innocent as a child.
