eventually there will be missions to reach a certain level in the GH, but yes keep on plugging away

you cannot win too many missions

try to get over the line up into the next level, cuz today's reset will drop you like a rock otherwise

Prior to Arbiter there is a mission to get a single level-10 GH. After Arbiter there are three more - three, five, and eight level-10 GH respectively.

For  Arbiter  you'll  need  one  Great  Hall  Bonus  at  Level  10  and  one  at  Level  6.

Then  for  the  next  set  of  Progress  Missions  I  think  you  need  10  Level  10  Great  Hall  Bonuses.
