I'm aware that silver medals are worth 2x bronze medals in the Great Hall. I'm surmising by my experience that the two types of medals are exclusive, and can't be used together to complete one GH award; ie., I've got 124 bronze medals, and recently moved to silver gaining 24 silver medals so far.
I'm assuming that those two groups of medals cannot be glommed together for a level 2 bronze bonus. Would I be correct?
You can use all variations of medals to make up the required amount.
Recommendation, don't start upgrading everything to 2, 3, 4. Pick 2 to get to 6. Then 1 to 10. At least I think those are the future missions.

"Upgrade a Great Hall bonus to Level 4" and "Upgrade 2 Great Hall bonuses to Level 4". Then reach Silver II, for Aribiter at least.

You need to get one to level 10 as well for arbiter.
Focus on magic accuracy, and then accuracy in your next most used affinity. You'll be collecting for a very long time.
