Probably, but expect to cough up $50, give or take, for those missing fragments.

I wouldn't get your hopes up - even if you don't mind paying such amounts, 25 fragments is a lot and there may not be that many available for sale at all. And it's probably better in the long run, if you're going to spend such amounts, to spend it on things like the monthly gem pack instead... 

I think for the last fusion they sold packs of 10 fragments for $20, max 3 per customer, so 25 might be within reach. Don't quote me on that though, I just saw it as I did my daily game of whack-a-popup on login.

i dont think ruel is worth getting as first legenary, but if you have $60 burning a hole its your money :)
