I do not believe so. I'm not 100% sure, but I believe that weak affinity comes into play after all other modifiers - so you can't have 115% and then be at 100% after the affinity reduction.

No champs need to go over 100% CR and that's especially true for void champs I.E. Fellhound. Get him to 100% CR and you're on the road to faster campaign runs 

The only reason to ever go abov 100% crit rate is that you want to be safe against Decr Crit Rate debuf.

Anyway - short answer? Anyone who isn't doing damage. Beyond that, champs whose damage either doesn't crit (IE, bomb champs typically, along with people like Ninja whose damage comes from his A2), or always crits (like Ithos).

Love those initial reminiscent responses.  But yeah, no champ needs 101% or higher.  They either need 100% with or without buffs, or they need none at all.

What about 99%, can I run 99? :D

You ca HQ!  The rest of us need 100% lol.  I know I have a few champs 97-99%, it's hard to sacrifice 100-150% cd for 1-2% cr.  But those are champs that were equi a tim ago and need rework.
