No bugs.  Each clan is in a tier, I believe most are in T1, and you do not progress across tiers.  This has been thoroughly explained since the beta release. You have completed all the milestones, your next objective is VICTORY!!!

so when will i see tier 2 next time if not whats the purpose of 1 2 3 teirs at all why that just dont have teir 1 lol dont make sence lol

It's not a bug. Tiers are sort of leagues - the better you perform, the higher Tier your Clan gets into. Actually, I cannot guarantee that you get to the 2nd Tier at the next event. But if your Clan keeps winning, eventually, at some point, you get into a higher Tier

My CvC says Clan Leader is ** NO LONGER IN THE CLAN ** LOLOLOLO

BUt Clan Roster says he is,, and well, I personally know he is , So will probably not get rewards and will have to Ticket to get reply ,,
