I have that mission to equip a rare attack champion with 6 level 4 or higher offense artifacts. Its stuck on 4 of 6.
Is this a bug or did I mess something up?

Never mind, figured out what it wanted. The champion has to have 6 offense items equipped THEN upgrade each to level 4
They need to change the wording on that

The wording is perfectly clear, but you have to read what it actually says - LEVEL 4, nothing about the number of stars (iirc there's another mission somewhere where it's the number of stars that is relevant).
