Yes, Arbiter is what we get at the end of Missions. Sycl and Visix and others from Daily logins. :)

And if you didn't get shamen, that can't be fixed on the forum, you need to contact support.

Likely you got UDK or Deliana. They take the place of the not good Shaman when those events are active.
