Is there a way to artificially keep team power down?

These past few days, I keep meeting teams that is a bit weird, they're only rares and epics but they can receive punishment and hit hard, but their team power is only under 90k

I've met legendaries that are 100k + team power and fell down easily.

I know team power means nothing, but they should account for something right?

Or does anyone here know how to count team power?

Use what we know about power as one input into who you attack... it does not be changed... it does not determine who you are matched against... do not obsess about it... understand it and leverage it.

Look at:

1) Lead of team

2) Team Comp

3) Power (If really high you may struggle to land debuffs)

4) Decide if you think you will go 1st, if not can you beat this team...

DOn't get scared by legendaries and high power, these are often the EASY teams!  They have the wrong lead, no synergy, are REALLY slow

To kind of build on Trips' point: if you see a team in arena that has an unusually low power score for the tier they're in, at least once you get above bronze 3, most of the time that's actually a warning sign telling you 'careful, this team has great speed and synergy'. It doesn't mean you should never attack such teams, but definitely be careful, unless you know you have very high speed yourself by the standards of the tier.

Same thing with defending teams of only 3 champions - they are built to look like an easy win and lure in overconfident enemies, whom they will often beat despite the disparity in numbers.
