Because it is not profitable to let people farm what they need when they need it. 

But, hey, see that Pack over there with some potions? You have earn it, now buy it!

Agree, but they will probably double the nrg and only slightly increase drop rates.  Be nice with a level 20 that only dropped greater/superior.

They could increase the other dungeons to 25 and create a whole new set of missions too.  Arena missions based on 3v3.  I would hate it, but they could even include FW progress in a new set of missions.  

It would actually be very interesting to see those dungeos till lvl 25, making it like really hard. But at least taking out of us the burden of colleting this boring potions....
