Sadly, that just a stroke of bad luck. While that stage has a capability to drop Superior Force Potion, other outcomes are still more probable. Higher stages have a more significant possibility and yet do not guarantee a drop of a Superior Potion. Also, you can mix needed potions in the Tavern.
