Will never happen.  Maybe 1000:1 green to blue.  There's no money in it.

I think we should be able to us “x” shards to upgrade to the next level. Something similar to potions

I agree there should be some exchange rate.  But green shards ARE useful.  I had collected over 4,000 green shards and opened almost every single one of them during a shard opening event to fuse Tormin. If it weren't for those 4,000 green shards I wouldn't have him.
