I just did 31 dragon super raids with my new alt. Two pieces of lifesteal, and there is always less of that than any other gear type awarded. Does Plarium suppress certain gear sets for some reason?
It seems that way sometimes, but it's just rng.
There are 9 different sets you can get from dragon, but 2 pieces out of 62 earned is admittedly way below average; statistically you should have gotten about 7. But again, it's a matter of long-term averages.

Below average on that means they were over average on something else. Like you said its long run averages you'd actually need to look at.
