I have never seen a skill or ability that prevented you from putting a buff on your own team while they are not under a Prevent Buff debuff before.

I went first and I used Lamasu's A3 ability on my Mezomel and she got the increase turn effect but didn't recieve the Intercept buff.

The only thing I can think of is that Tormin's ability is broken. Intercept is 1 buff so even if Tormin got his 20% buff, it would have taken 1 of the 2 tick of the Intercept off. It should not have taken both ticks.

Again, Tormin seems way too powerful for what his ability is suppose to do. Between freezing champs that recieve a Prevent Debuffs to not sapping both ticks on Intercept; stoneskin seems like the ONLY prevention to his ability.
