Is there a way to gift champions to other players namely the one's in your clan or anyone really??

I see people on the Facebook page trying to sell champions all the time and I'm just curious as to how they're pulling that off too? I might also like to gift some artifacts or something to players in my clan.

Either they're selling *an account* that has that champ, or it's just a scam. Or both.
