Id be very surprised to see it. Evade is super obnoxious but I dont think its prevalent enough to warrant a relic to counter it.

I'd equip it just to deal with Predator. The thread the other day was not entirely wrong about Predator. He seems to evade way more often than he should, especially after first turn.

Would be curious to see data. Could just be confirmation bias, which is then heightened by him wiping you after he dodges 8 times.
