I would say that you need to capture video evidence, not pictures, and you'd need to make sure the toon you are using to compare to Praeva has no skill, passive, relic or mastery that could potentially impact TM in any way, and is exactly the same speed as Praeva.   

What was there actual response?  Did they indicate she needs to have at least a debuff before her passive procs?

I have sent them video evidence of this, i just cannot upload video into the forum. I feel like they wont listen to me anymore.

they just said they dont see any issue with my video, maybe i did not explain it to them vert well... but thats why im asking for other people to test it too if they have her.

From the description of the skill it does not look like there needs to be a debuff for the 10% boost to work? Only for the additional 2% for each debuff. Or are you saying that you know such condition needs to be met?

But then its weird as the message still pops up that the turn meeter is boosted for the team. And animation for it comes out With the small lightning symbols.

I was just trying to see what answer the gave you.  Im in agreement with you 10% should always proc with further 2% per active debuff.
