In this case its best to have that set on a aoe champion, make sure you have the sniper mastery. Its never going to be able to cover the provokes 100% but it definitely helps out.

Also correct me if im wrong, but provoke has additional chances based on skill description.

I remember seeing some video where it was explained that when skill has chance to proc something with each hit, it also has the same chance with sets

that got altered a while ago, that was why ppl ran Ukko in stun sets as it had multiple chances of proccing!! anyway it got nerfed after Saph did a vid explaining how/why it was happening

sniper doesn't affect cc debuffs. you would need the fearsome presence mastery to improve your provoke chances.
