isn't the fuse button supposed to come on? Or do I have to get Justicar first?

click on the portraits of his fusion material champions. doing so will bring up a list of all your copies of that champion which you can then select to fill that slot. once all four slots are filled, the fuse button will become available.

Each of your 4 champions to fuse are all only at 3 star and only level 30. Instead of each of the 4 champions being 4 stars and Level 40, I mean.
