How can the A3 overcome being resisted or blocked? I thought "places" means it will land regardless of the amount of Acc.
The only time where "places" has any really meaning is when the skill doesn't do damage. In which case a negative affinity champion can "place" his/her debuff without having to worry about weak hitting the enemy, since it's not even an attack. But this can still be resisted or blocked.

Key point being the no damage. The word places still means nothing. It could say thrusts or smothers, and it would do the same thing.
