Is it possible to get all the shards from a single Doom Tower run?
I'm doing Doom Tower Normal right and I have 30 Archmage Hellmut fragments, will I still get Archmage shards after the Tower resets? Or will I get Rian The Conjurer fragments then https://9apps.ooo/ ?
Not possible from a single tower no. You get 3 fragments per secret room completed until you get 100 for the champs. Once you reach 100 it will advance to the next champ in the order. So it doesn't matter if it takes you 4 Tower rotations, or 40.

Yeah hes quite good especially for a free champ. Maybe a bit overshadowed now with Artak and all the other available AOE burners but still holds his own in that role.
