I think it depends on 1) the champ, and 2) the degree of the swap.  There are some champs where hp/def is a bit more, or a lot more, important.  Speed almost always helps.

I build based on the content I most want to use the champ and the equipment I have on hand(( which just today I was reminded how much more grinding I need to do).

remember the cc recomenactions are only recommendations, and there are no perfect builds.
