i'm planning on using her in my cb nm team... what blessing will be better for her? i already have brimstone on VIZIER OVELIES.

Certainly don't break your team just out of spite, but Arbiter actively harms your team unless you are explicitly tuning around her TM boost, which I doubt you are. Make sure you read up on sites such as https://www.deadwoodjedi.com
