Actually, after looking at the skill and the skill-ups, pretty sure it will increase his chances. Some of the skill ups for that specific skill are "increase buff/debuff chance" which means the developers consider what he does a debuff. So, I'd imagine it should.
the increase in debuff chance will add to the existing debuff chance displayed on the ability
if there is no debuff chance displayed in %
then the debuff is 100% (resist will still apply)
always pay attention to the ability debuff chance and the skill books addition to that (debuff chance from book do not add visually, so you have to add it mentally)

Would be nice if they made more of an effort to make those types of things transparent. Like once we do get skill ups or masteries, have the buff/debuff chance actually update so we know the *current* buff/debuff chance. But since they can't profit off doing that, I'm sure it will never happen.

Actually, you are wrong. In the champion's skill, it clearly shows skill ups that "increase buff/debuff chance" right under the A1 skill they are talking about. So yes, increasing debuff chance does indeed increase the chance to steal.
Like the mod said, always pay attention to the skill ups under the attack.

I don't think that is a 100% accurate answer. The effects from Retaliation (counterattack) or Relentless (extra turn) are not considered as debuffs, so Sniper shouldn't have any influence on them.

This is what I was thinking as well, that those artifacts are not debuffs, does any moderator know for sure?
