I got Endalia from Summon Rush. Is it possible to keep this one and fuse another from rares? HH ranks her high for Hydra and I need Hydra help.

Yes. If you are going to do all the other events you can fuse her and finish with both the Rat King legendary and an Endalia.
If you don't want to keep her, you can skip four events cause you won't need to fuse her.

Any recommended sets for Endalia specifically for hydra?
EDIT: Would it be silly to put a Provoke set on her, to increase her chances of landing those provokes?
