I don't think he is that good at Ice Golem. Correct me, if I'm wrong, but I think activating poison does trigger the Golem's counterattack, unlike regular poison damage the Golem takes in his own turn.
In dungeons you aim for dungeon level x 10 accuracy. Similar for Res, but you need a bit on top of dungeonlevel x 10. Increasing the Res of my Drexthar from 210 to 263 at Spider 20 and he doesn't get poisons from the Spiderlings anymore, while at 210 he got a lot. If you want to work with res at all in normal dungeons (you could just take a cleanser), I would suggest dungeon level x 10 + a flat 50 as bonus.
For Def and Hp, 50k hp and 2k def are enough to survive in lvl 25 dungeons most of the time. Of course, the more, the better. I go for one main stat hp% and one def% from gloves and chest for support champs. Teodor's damage from the A1 is def based, but I don' think he will become a damage dealer from his hits if you go for double def%, and in my experience the combination of hp% and def% is better for survivability.
I would only aim for a 4 part set on Teodor if the stats of your items are really high and you can reach the accuracy you need. Not landing his debuffs more often doesn't help at all. Great champ for perception set in my opinion.
