I have enough to forge 250+ pieces of Bolster. I want to forge 100 pieces, cull those down and see what I have. Then I will use charms to fill in where I need gear.
I already have 75+ pcs of bolster in storage that have been culled down.
Any advice?
My advice is that Bolster is a rare commodity and I would use Rank and Rarity charms on every piece you forge, just from the beginning. If you can't, save those materials for when you can.
Personally, I would also use HP% substat on any bolster gear role, in addition to the rank and rarity charms that Quinn mentioned above.

I don't think it hurts much to use both. If you don't get boots, it's good to have the spd sub on whatever you do get. And if they are boots, either they will be spd main and spd charm will be wasted, or they will not be spd main. It's a good pay off if they are spd main boots (sub charm waste) or not boots with spd sub. I do it that way depending on the set and what I have in my inventory.
When using the Boot Charm on good sets I specifically use a non speed substat charm that I want just to slightly increase my chances of getting Speed Boots.
But..... I'm fairly sure it doesn't work this way and that it just rolls the main stat first. Just trying to cover my bases and get more speed boots in good sets.

Use 4 charms or 0 charms, only use charms for bottom 3 (not weapon, hat, shield...)

Both. Mithrala + Brogni + Boragar + Mortu. Mithrala in guardian, mortu in shield, boragar in bolster.

I dont have any of those. Maybe I should leave my bolster forge material sitting until I have a need for it.
