Well, you have the Challenges, which will give you some tomes. Leveling up also gives you a couple. Events will occasionally have tomes as rewards, but many of them aren't worth the trouble to earn them.
Other than that, the only other way is to buy them, and they are EXPENSIVE. You could easily expect to pay $100+ to skill up just a couple of champions. So, you either pay out the arse, or you have to be VERY patient. #PayToWin

Clan Boss is the best/easiest source of tomes. It's not a constant stream as it's still based on luck and the drop rate isn't very good especially for Epic and Legendary tomes, but that like everything else improves as you get closer to end game content. This is a drop I had from the best chest available from Clan Boss below.
