why is it during the training event? Why not during the summoning event? Why force players to choose between getting to participate in events? Why have it end exactly when training event ends?

It's great in the sense that it is more than the default. If you follow my other posts, I go over the mathematics of how much a person needs to spend to even get a good chance of getting a legendary.
