Is this effected by something? In pretty much any battle there seems to be a chance that the Shamans crit buff doesn't work. Can't seem to find anything as to why this would happen.

Buffs don't need accuracy to be applied, it's generally 100% application unless otherwise stated, though might be worth noting that a champion with the crit buff is still affected by elemental effects such as weak hits and strong hits.
I think you've completely missed the point...
Multiple times, the Shaman buff, which is stated as "Places a 15% crit buff on allies for 2 turns", is not placed as it should be. When this occurs, my team is not effected by block debuffs or anything else that would otherwise prevent the buff from being placed in the first place.
So why does a tool tip that states "Places a buff" somehow have a chance of not being placed?

If Shaman does a weak hit, this will not apply the buff.
I'm pretty sure this has happened on non-weak hits.
