Increasing the duration of a ''debuff'' is a ''debuff'' 
therefore after the ''30%'' chance the accuracy/resist formula is applied before the debuff is applied/resisted

I have a further question. Does anyone know if accuracy affects skills that have detrimental effects, without placing or extending debuffs?

Examples include:

Steal buffs.

Neutralize buffs.

Turn meter reduction.

There may be others, but these are the ones I've seen.

I have all kind of gears and legos.  When I test legos with steal buff on very low acc it fails pretty often.  When with lots of acc (200+) it almost always proc

Thank you for the information. That would imply that accuracy applies to all attacks that seek to place debuffs, or affect opponents in detrimental ways.
