As title states,this is a suggestion and a question in itself.

Is it possible to completely shut down server login during maintenance?

The main issue is that people are still able to play or log in during maintenance and waste valuable time,keys,gems and energy because various maps won't load or missions just shut down after you beat them...

Or at least put up a server wide message like: "Server maintenance,please don't try to use items,etc."?

I doubt staff wants to deal with support tickets asking for compensation after every maintenance...
