Essentially it means the skills damage scales with the Terrorbeasts HP ie: The higher the HP you can get on him, the harder this skill will hit.

Incidentally this puts him in a bit of a weird place because the other 2 skills scale off ATK and if you want to tank, DEF is as important as HP. I think its meant to encourage you to put a bit of a buffer on him so you can use his A3 before been nuked

It does Damage obviously but there is something stated about a shield proportional to the HP but i dont get one when attacking with it.

Attacks 2 times at random. Damage inflicted is proportional to this Champion's MAX HP.

Damage based on: [HP]

So yes, more HP on the champ means more damage with this skill and no mention of a shield.
